New York Mayor Releases Spanish-Language Video Explaining Immigrants’ Rights During ICE Encounters

New York City Mayor Zohran Mamdani is making sure the city’s Spanish-speaking immigrant community knows its rights — and he’s delivering the message himself, in Spanish.

In a video released October 23, Mamdani directly addresses immigrants who may encounter U.S. Immigration and Customs Enforcement (ICE) agents, explaining their constitutional rights and what they can legally do when approached by federal immigration authorities.

The video comes amid heightened immigration enforcement under President Donald Trump’s administration, with deportation operations continuing across major American cities.

For millions of immigrants living in New York, the mayor’s message is straightforward: Know your rights. You are not alone.

What Did the Mayor Say?

Speaking entirely in Spanish, Mamdani outlines several important legal protections that residents should understand when dealing with ICE.

His guidance includes:

  • ICE entering your home: Agents generally cannot enter a private residence without consent or an appropriate judicial warrant. Residents can ask to see the warrant before opening their doors.
  • The right to remain silent: Individuals have constitutional protections against self-incrimination, regardless of their immigration status.
  • Being stopped in public: Mamdani recommends asking officers, “Am I free to go?” If the answer is yes, individuals can calmly walk away.
  • Signing documents: The mayor advises immigrants to consult an attorney before signing immigration-related paperwork.
  • Accessing legal assistance: New York City offers free immigration legal support services to residents who need guidance.

The mayor also explains the difference between a judicial warrant signed by a judge and an administrative immigration warrant issued by federal authorities.

That distinction matters because an administrative warrant alone generally does not authorize ICE agents to enter a private home without consent.

Why Deliver the Message in Spanish?

New York is home to one of the largest Latino populations in the United States, with communities representing Puerto Rico, the Dominican Republic, Mexico, Colombia, Ecuador and countries throughout Latin America.

For many Spanish-speaking residents, particularly those who are unfamiliar with the American legal system, understanding their rights during an immigration encounter can be challenging.

Rather than relying on translators or written announcements, Mamdani chose to address these communities directly in their language.

The decision also carries political significance.

Since taking office in January 2026, Mamdani has positioned himself as a defender of immigrant communities and New York City’s longstanding sanctuary policies.

These policies limit cooperation between municipal authorities and federal immigration enforcement, although they do not prevent ICE from conducting federal operations in the city.

The Video Sparks Political Backlash

Not everyone welcomed the mayor’s message.

Several Republican lawmakers criticized the video, accusing Mamdani of encouraging undocumented immigrants to avoid federal immigration enforcement.

Florida Senator Rick Scott accused the mayor of undermining immigration law, while Utah Senator Mike Lee questioned why the video did not encourage viewers to comply with federal authorities.

Ohio Senator Bernie Moreno went even further, responding to the video with a single word: “Treason.”

Supporters of the mayor, however, argue that explaining constitutional rights is not the same as encouraging people to break the law.

The controversy highlights the growing divide between cities seeking to protect immigrant communities and the Trump administration’s aggressive immigration enforcement policies.

New York Offers Free Immigration Legal Assistance

Beyond explaining legal protections, Mamdani directed residents toward municipal resources designed to help immigrants navigate the legal system.

New Yorkers seeking immigration assistance can contact the city’s Immigration Legal Support Hotline at 1-800-354-0365.

Residents can also dial 311 and request immigration legal assistance.

These services are available in multiple languages, including Spanish.

The mayor emphasized that immigrant residents should not feel abandoned during a period of heightened uncertainty.

A Message That Resonates Beyond New York

Although the video specifically addresses New Yorkers, the conversation extends well beyond the city’s borders.

Across the United States, Latino communities are closely watching immigration enforcement developments, particularly as families face concerns about detention, deportation and separation.

For many, the issue is deeply personal.

It affects parents taking their children to school, workers heading to their jobs and families who have spent years building their lives in the United States.

Mamdani concluded his message by reaffirming his commitment to protecting immigrant communities and defending their constitutional rights.

His decision to speak Spanish has also drawn attention to a broader question: Should more elected officials communicate directly with immigrant communities in their native languages?

As immigration continues to dominate American politics, Mamdani’s video has become more than a public service announcement. It has become part of a national debate over immigration enforcement, constitutional protections and the responsibility of local governments to the communities they serve.

For New York’s Latino population, the message is simple: understanding your rights matters, regardless of your immigration status.

Editor’s note: This article provides general information, not legal advice. Immigration laws and individual circumstances vary. Anyone facing immigration proceedings should consult a qualified U.S. immigration attorney.
