What was once promoted as a free celebration of the World Cup in Toronto may now come with a price tag.
The FIFA Fan Festival, set to run from June 11 to July 19 at Fort York and The Bentway, was originally positioned as an open, inclusive space for fans to gather, watch matches, and experience cultural programming.
Now, city council is considering a proposal that would introduce ticketing.
Under the plan, general admission would cost around $10, while VIP options could range from $100 to $300. City officials say the shift is about crowd control and safety—not revenue—allowing organizers and emergency services to better manage attendance at a site expected to host up to 20,000 people.
Mayor Olivia Chow emphasized that ticketing would help with planning, noting concerns about unpredictable turnout if the event remained fully open.
Still, the move has sparked criticism.
Councillor Brad Bradford called the decision “the wrong call,” arguing that even a $10 fee could make the event less accessible for families, especially when combined with food and other costs.
The city estimates ticket sales could generate $6.2 million, helping offset rising festival costs, now projected at $25 million. Officials maintain that the broader World Cup budget remains unchanged.
For those concerned about accessibility, the city says free viewing options will still be available across multiple neighbourhoods.
But the shift raises a bigger question:
