VAR Expanded as IFAB Approves Major Rule Changes Ahead of FIFA World Cup

Football’s rule-makers are giving VAR more authority — and speeding the game up in the process.

The International Football Association Board (IFAB) has approved an expansion of VAR powers beginning this summer. Competitions will now have the option to use VAR to review corner decisions, and the protocol has been widened to include incorrectly awarded second yellow cards and cases where a card is given to the wrong team.

The changes will be in place for the 2026 World Cup, even though they officially enter the Laws of the Game on July 1.

Importantly, VAR will only intervene for obvious errors on corners and will not delay restarts. It will also review second yellow cards only if wrongly issued — not to recommend one that wasn’t given.

IFAB also approved new measures to combat time-wasting. After the success of the eight-second goalkeeper rule, referees can now begin a five-second countdown for slow throw-ins and goal kicks. Substitutions must be completed within 10 seconds, or the incoming player must wait at least one minute before entering.

Additionally, injured players who stop play must remain off the field for at least one minute.

The goal? Maintain tempo, reduce excessive stoppage time, and improve player welfare — all before the global spotlight hits next summer.
