ICE Officer Fatally Shoots Woman During Minneapolis Operation

A woman was fatally shot by a U.S. Immigration and Customs Enforcement (ICE) officer Wednesday morning in Minneapolis, triggering protests, sharp political backlash, and multiple investigations into the incident.

Federal officials identified the victim as Renee Good, a 37-year-old U.S. citizen. According to Tina Smith, Good was not the target of an ICE arrest and was acting as a legal observer of federal activity in the area.

What witnesses say happened

The shooting occurred near East 34th Street and Portland Avenue, where residents say whistles were used around 9:30 a.m. to alert neighbors to ICE’s presence. Witnesses told local media they saw federal agents block Good’s vehicle. As agents attempted to open her driver-side door, the vehicle moved backward and then forward. Three shots were fired, and the vehicle traveled several more feet before colliding with another car.

Conflicting accounts from officials

The Department of Homeland Security characterized the incident as an act of “domestic terrorism,” with Secretary Kristi Noem and DHS officials claiming the vehicle was used as a weapon. However, videos circulating online appear to support witness accounts, prompting city and state leaders to dispute the federal narrative.

Minneapolis Mayor Jacob Frey said he reviewed the footage and rejected claims that the shooting was self-defense, calling the federal version of events “bulls**t.” Minnesota Governor Tim Walz echoed that sentiment, urging the public not to believe what he described as propaganda and calling for ICE to leave the city.

President Donald Trump later claimed the woman “ran over” an ICE officer, but the video he shared did not appear to support that assertion.

Investigations underway

The shooting is now under investigation by the Federal Bureau of Investigation and the Minnesota Bureau of Criminal Apprehension. The incident comes amid the deployment of roughly 2,000 federal law enforcement officersin the Twin Cities metro area.

The location of the shooting—just blocks from where George Floyd was murdered by a police officer in 2020—has intensified public anger and reopened deep wounds around policing, federal force, and accountability.

Political and public response

Minneapolis City Council member Jason Chavez accused ICE of being “untrained and unmanageable,” calling the shooting murder and demanding the officer be fired and charged. Governor Walz said his administration will pursue accountability while urging peaceful protest, announcing a warning order for the Minnesota National Guard as tensions remain high.

As investigations continue, the case has quickly become a flashpoint in the national debate over federal immigration enforcement, use of force, and the role of ICE in U.S. cities.
